How a Form Goes Digital

One of the Office of Administration, Forms Administration Division's purposes in life is to create and store all official State forms in electronic format. They have the tools and the manpower to eventually reach the goal of 100% e-government. But how do all the current paper forms go electronic? My initial, albeit naive, thought was that I could just call them up and ask if form MO 500-0299 was electronic and if they said no, then I could request that they make it electronic. I envisioned a team of workers that are systematically going through and making all State government forms electronic. And when a request came through for a specific form, then that request would be moved to the top of the list. Unfortunately, the real answer is that the forms have to be requested to be made electronic. Furthermore, not just anyone can request that the forms be made electronic. Whatever department 'owns' the form is the only entity that can make the request.
